Terms of Use of the Defence Forces Service Website
- On the Defence Forces Service website (hereinafter KVTV), public services related to the fulfillment of national defense obligations can be used in accordance with the legislation in force in the Republic of Estonia.
- KVTV users are identified based on their personal identification code using authentication services such as ID card, Mobile-ID, or Smart-ID.
- KVTV is managed by the Estonian Centre for Defence Investments (hereinafter the Agency).
- KVTV is a convenience service of the National Defence Obligation Register (hereinafter KVKR), through which data subjects can view the data entered about themselves in the register, submit data to the register, and make applications and declarations of intent.
- The data controller of KVKR is the Ministry of Defence, and the authorized processor is the Agency.
- The Agency has the right to unilaterally amend the KVTV terms of use. Changes will be published on the KVTV and the Agency’s website at kra.ee. The date of entry into force of the changes is indicated with the terms of use.
- KVTV services are free of charge for the user.
- KVTV user support is available Mon–Thu 08:15–17:00 and Fri 08:15–15:45. The support email address is [email protected].
- The user is obligated to use the KVTV services in accordance with good practice and the legislation of the Republic of Estonia.
- The user is obligated to provide accurate data through the KVTV services.
- The user has the right to submit additional personal data, the submission of which is not required by the Military Service Act. In the case of voluntarily submitted data, the user has the right to request the termination of the processing of such data by sending an email to [email protected].
- The user has the right to submit suggestions and complaints related to the use of KVTV to the Agency in writing via email at [email protected] or by post to Aiandi tee 15, 12918 Tallinn.
- Rights and Obligations of the Agency
- The Agency exchanges user data with other information systems and registers for the performance of public duties arising from the law, for the provision of services, or to ensure the functionality of KVTV.
- The Agency processes users’ personal data based on the Military Service Act and does not forward such data to third parties, unless otherwise provided by law.
- Data submitted via KVTV, including applications and documents, have the same legal effect as handwritten or digitally signed documents, pursuant to § 5(6) and § 14(4) of the Administrative Procedure Act.
- The Agency has the right to verify the accuracy of the submitted data or forward them to a competent authority for verification, as well as to require the user to provide additional documents or data.
- Data submitted via KVTV are stored and processed in the National Defence Obligation Register (KVKR) in accordance with the Military Service Act and the statute of the register.
- The Agency ensures the security and protection of data submitted via KVTV.
- The Agency has the right to use the user’s contact details to send notifications, information, and data related to national defence obligations.
- The Agency is not responsible for services and data that are mediated through KVTV. Responsibility lies with the respective service provider and/or the data controller.
- The Agency is not liable for data processing, including the submission of data, applications, or declarations of intent made in the user’s name without their knowledge, if the authentication codes or electronic identification tools (ID card, Mobile-ID, or Smart-ID devices) have fallen into the hands of third parties.
- The Agency is not liable for any direct or indirect damages or other consequences caused by disruptions in KVTV, if these are due to reasons beyond the Agency’s control.
- User actions performed in KVTV are logged, and the logs may be used as evidence in data processing if necessary.
- The Agency is not responsible for the accuracy of the data entered by the user.
KVTV is the property of the Agency and is protected by legislation.
