Health Assessment

Before entering conscription, you must ensure that you are healthy and able to cope with the physical demands of military training and the changed lifestyle. Compliance with health requirements is assessed by doctors of the Defence Resources Agency. You can check available health assessment appointment times on the conscription website, where you can choose a suitable time for the initial assessment yourself.

If you do not select a time, the Defence Resources Agency will send you a summons.

When should the health assessment be completed?

Health is assessed before starting time-based or substitute service, or if it has changed since the last assessment (e.g., due to a serious illness).

If you do not have a valid extension or it is about to expire, the Defence Resources Agency may call you for a health assessment. If you know you may be eligible for a new extension (e.g., if you will start university immediately after high school), contact us early and inform us. In that case, do not select a health assessment time yourself initially.

First, the health status is assessed based on the data contained in the health portal and documents reflecting health status (if available). If your health status does not meet the requirements based on the data in the health portal (and submitted documents), the doctor may give an assessment without a physical examination and initially you will not be called for a health assessment appointment. If it is not possible to assess your health status based on the existing data, you will be called for a medical examination and health tests at the health assessment appointment.

During the health assessment:

Information about the health assessment is shared and related matters are explained.
Your personal data is reviewed.
Your health status is evaluated for compliance with health requirements.
Your wishes, questions, and preferences regarding the place of service are heard.

First, the data in the health portal and any documents reflecting your health status (if available) are reviewed.
If it appears from this information that your health does not meet the requirements, a doctor may provide an assessment without an examination, and you will not be called for the health evaluation.
If it is not possible to assess your health status based on the available data, you will be called in for a medical examination and health tests.
If you do not select a time and place for the health evaluation on the defence service website, the Defence Resources Agency will assign it.

If you have questions about the health check procedure or assessment during the evaluation, inform the client consultant present on site immediately.

If questions arise later, you can find your client consultant’s contact details on the defence service website or contact them via email or phone.

During the health evaluation, a medical examination is conducted, and if necessary, you will be referred for additional health tests, including:

Electrocardiogram (ECG);
Automated blood test;
Blood sugar measurement;
Urinalysis;
Chest X-ray;
Hearing test;
Vision test.

Before starting service, blood type and Rh factor are determined if necessary.

The doctor from the Defence Resources Agency evaluates, based on the medical examination, your statements, submitted certificates and documents, and the aforementioned health tests, whether your health meets the established health requirements.

If the initial assessment reveals a health issue not previously recorded in your medical history, or if additional tests indicate a health problem, then:

health tests may be repeated or data in the health portal re-evaluated;
if the health issue is confirmed, a new assessment will be posted to your conscription service web account;
if your presence is required to confirm the health problem, a new appointment will be arranged with you.

If your health condition has already been assessed but changes, you must notify the Defence Resources Agency immediately. The easiest way to do this is via the conscription service web portal.

Dates and Locations

Health status evaluations are conducted in Tallinn, Tartu, Haapsalu, Kohtla-Järve, Kuressaare, Paide, Pärnu, Rakvere, Valga, Viljandi, and Võru.

If you are a conscript and have not yet received an invitation for the health status evaluation, you may choose a suitable time and location for your evaluation yourself via the Defence Service website.

If necessary, you can request a change of evaluation location from the Defence Resources Agency. A written application must be submitted no later than two weeks before the scheduled evaluation date indicated in the invitation.
