Creation of a self-service portal for conscripts

The project aimed to create a modern self-service portal for conscripts, with e-services integrated into the conscript registry. Essentially, it is a citizen-facing view of the conscript registry, accessible only to conscripts who authenticate themselves using an ID card, Mobile-ID, or Smart-ID.

Within the project, functionalities and interfaces of the conscript registry (EHIS, SAP) were also developed. For example, the registry now supports data processing (e.g., document generation based on data), ensuring maximum support for the self-service portal and providing a flexible and user-friendly experience for both conscripts and registry data handlers, i.e., defense sector officials.

The main goal was to improve service quality by creating the conscripts’ self-service portal. Supporting sub-goals included:

  • Updating outdated technological solutions of the conscript registry and adopting new technologies (EHIS, SAP)
  • Resource savings, as conscription-related procedures can be performed more efficiently, reducing duplicate efforts and data redundancy in both the conscript registry and the document management system Postipoiss.

The outcome of the project was a conscription service website integrated with the conscript registry.

The development partner for the project was Inversion Software OÜ.

The project was supported by the European Regional Development Fund with a grant of 360,000 euros.ses.
